Job Title: Residential Program Manager – Youth Services

Location: Oakland, CA

Pay: $34–$38 per hour / $81,600 salary once converted

Employment Type: Temp to Hire permanently

Schedule: Full-Time 


Position Overview

We are seeking a dedicated and mission-driven Residential Program Manager to oversee operations of a 40-bed youth facility in Oakland, CA, which includes both an Emergency Shelter and Transitional Living Program. This position begins as a short-term contract with the strong goal of permanent hire. Upon conversion to permanent status, employees are eligible for a comprehensive and competitive benefits package.

This leadership role is responsible for supervising residential staff, ensuring high-quality, trauma-informed care for youth experiencing homelessness, and maintaining compliance with agency, funder, and program standards. The Residential Program Manager works closely with senior leadership to manage daily operations, lead life-skills programming, and ensure a safe and supportive environment for youth.


Key Responsibilities

Leadership & Supervision

  • Provide direct supervision, coaching, and training to Youth Engagement Specialists and Per Diem staff
  • Hire, onboard, evaluate, and develop residential staff
  • Conduct regular supervision meetings and performance evaluations
  • Lead staff meetings and manage shift transitions
  • Create and maintain weekly/monthly schedules to ensure 24/7 program coverage
  • Provide emergency backup staffing and participate in on-call rotation


Program Operations

  • Oversee daily operations of the Emergency Shelter and Transitional Living Program
  • Maintain a safe, structured, trauma-informed residential environment
  • Lead life-skills programming, chore programs, and youth engagement activities
  • Coordinate and implement weekly and monthly program calendars
  • Monitor youth participation, internships, and programming engagement
  • Provide crisis intervention and de-escalation support as needed


Case Management & Housing Coordination

  • Support referral, intake, screening, waitlist, and placement processes
  • Coordinate housing placements with Coordinated Entry teams
  • Monitor census and ensure compliance with funder requirements
  • Support youth with case plan goals, housing stabilization, and transitions
  • Coordinate internal and external referrals
  • Facilitate success plan meetings and track youth progress


Experience:

  • 1–3 years of supervisory/management experience in a residential setting
  • Experience working with at-risk, runaway, or homeless youth strongly preferred
  • Case management experience preferred


Skills & Knowledge:

  • Knowledge of adolescent development and trauma-informed care
  • Crisis intervention and de-escalation skills
  • Strong leadership and team development abilities
  • Excellent written and verbal communication skills
  • Strong organizational and documentation skills
  • CPR, First Aid, and crisis response knowledge preferred


Additional Requirements:

  • Valid California Driver’s License with reliable transportation and clean driving record
  • Ability to participate in on-call rotation
  • Comfortable using computers, email systems, and documentation databases
