Role Overview

We are hiring Business Analysts at two levels to support delivery of Navy ERP (SAP ECC / S4HANA) across financial management systems serving the U.S. Navy. These roles sit inside a large-scale DoD ERP program and directly support functional analysis, requirements documentation, and process improvement across modules including FI, CO, MM, SD, and PS.

Level I is designed for early-career analysts or government IT professionals who are transitioning into ERP delivery. You don't need to know everything on day one — but you do need to be a quick learner who takes ownership, communicates clearly, and produces clean work product.

Level II is for analysts who have done this before. You've been in the room with federal stakeholders, you know how to run a requirements workshop, and your documentation holds up to scrutiny. You operate with minimal supervision and your deliverables speak for themselves.

This is not a passive support role at either level. Both positions require professional-grade documentation, active engagement with government stakeholders, and accountability to sprint-based delivery cadences.


What You Will Deliver

At Level I, you will be accountable for:

  • Well-structured meeting notes, action logs, and process documentation produced consistently and on time
  • Test case drafts and defect logs that support SIT/UAT cycles without rework
  • Maintained project trackers, SharePoint libraries, and deliverable registers that the team can rely on
  • Data validation outputs and standard SAP reports that feed functional leads' analysis
  • Support to end-user training coordination that ensures materials reach the right people at the right time

At Level II, you will be accountable for:

  • Functional requirements and design documents that meet government delivery standards and require minimal revision
  • Facilitated JAD sessions and stakeholder workshops that produce clear, actionable outcomes
  • AS-IS / TO-BE gap analyses and improvement recommendations that hold up against Navy/DFAS workflows
  • Requirement traceability matrices (RTMs) and test scripts maintained end-to-end through delivery cycles
  • Status reports, sprint artifacts, and deliverable packages submitted accurately and on schedule


Growth Path

Level I — Early (0–12 months): You'll build your ERP and federal delivery fundamentals alongside experienced SAP consultants. Expect to own documentation and support delivery cycles while developing module fluency.

Level I → Level II (12–24 months): High performers who demonstrate initiative and documentation quality will move into independent ownership of requirements streams and stakeholder-facing responsibilities.

Level II — Growth (1–2 years): Expanded ownership across multiple modules, lead facilitation on requirements workshops, and increasing influence on process design recommendations.

Level II → Lead / Senior BA (2–3 years): Top performers advance into Functional Lead or Senior BA roles with team coordination responsibilities and client relationship ownership.


Required Qualifications

Level I

  • 1–3 years of experience in business analysis, systems analysis, or government program support
  • Basic understanding of ERP systems (SAP exposure preferred; strong federal IT background considered in lieu)
  • Active Tier 3 (Secret) clearance — mandatory at time of hire
  • Bachelor's degree in Business, Information Systems, Finance, Accounting, or related field
  • Strong written and verbal communication; ability to produce professional documentation independently
  • Proficiency in Microsoft Office Suite and SharePoint
  • U.S. Citizen (no dual citizenship)

Level II

  • 3–5 years of SAP ERP functional experience in one or more modules: FI, CO, MM, SD, or PS
  • Demonstrated experience supporting federal government or DoD ERP implementations or O&M programs
  • Active Tier 3 (Secret) clearance — mandatory at time of hire
  • Bachelor's degree in Business, Information Systems, Finance, or related field (or equivalent experience)
  • Proven ability to produce requirements documents, functional design specs, and RTMs that meet government standards
  • Proficiency in Microsoft Office Suite including Visio
  • U.S. Citizen (no dual citizenship)


Preferred Qualifications

  • Direct Navy ERP (NPS), GCSS-Army, DEAMS, LMP, DAI, or similar DoD ERP program experience
  • Familiarity with S4HANA migration concepts or SAP Activate methodology
  • Knowledge of S3ALE (Scaled Agile for Government) or SAFe framework
  • CBAP, PMI-PBA, or SAP training certifications (entry-level considered for Level I)
  • Background in Navy or military financial management, logistics, or supply chain
  • Familiarity with NAVSUP, DFAS, or Navy financial management business processes
  • Working knowledge of FISMA, DoD RMF, or ATO processes


This Role Is / Is Not

This role IS:

  • Hands-on functional delivery work inside a live DoD ERP program
  • A meaningful step into — or forward in — a federal SAP career
  • Fast-paced and sprint-driven with real accountability to delivery deadlines

This role is NOT:

  • A general IT support or help desk position
  • A research or advisory role without deliverable accountability
  • Suitable for candidates without an active Secret clearance at hire
