Role Overview

As the Director of Enterprise Data Analytics & GIS, you'll lead the strategy, architecture, and execution of enterprise analytics and geospatial capabilities that support critical public services, long-term planning, and operational excellence.

This is a highly visible leadership role with broad ownership across enterprise data strategy, engineering, governance, business intelligence, and GIS. Working closely with executive leadership, you'll modernize how data is integrated, governed, and transformed into actionable insights that improve services, optimize operations, and support the organization's long-term strategic vision.


Key Responsibilities

  • Lead the organization's enterprise data strategy across data architecture, engineering, governance, analytics, and business intelligence.
  • Oversee and evolve the GIS program as a strategic capability supporting operational planning and enterprise decision-making.
  • Design, implement, and optimize modern enterprise data platforms, including data pipelines, integration frameworks, and analytics environments.
  • Develop executive dashboards, reporting solutions, and analytical models that support strategic planning and organizational performance.
  • Establish enterprise standards for data governance, data quality, metadata management, and responsible data usage.
  • Partner with executive leadership and business stakeholders to identify opportunities for operational improvement through analytics and geospatial insights.
  • Lead enterprise initiatives integrating financial, operational, asset, and other critical business data sources.
  • Recruit, mentor, and develop a high-performing team responsible for analytics, data engineering, and GIS capabilities.
  • Collaborate with Information Technology teams to ensure secure, scalable infrastructure supporting enterprise analytics platforms.
  • Manage strategic vendor relationships supporting analytics, business intelligence, and GIS technologies.
  • Champion a culture of data-driven decision-making across the organization.


Education & Qualifications

  • Bachelor's degree in Data Science, Computer Science, Information Systems, Statistics, GIS, or a related discipline.
  • 8+ years of leadership experience within enterprise data analytics, business intelligence, data engineering, or related environments.
  • Experience designing, implementing, or operating modern enterprise data platforms, including data pipelines, integration frameworks, and analytics solutions.
  • Experience leading GIS programs and working with enterprise geospatial data.
  • Experience with Microsoft data platforms or comparable enterprise analytics technologies.
  • Strong understanding of enterprise data architecture, systems integration, governance, and analytics frameworks.
  • Executive-level communication skills with the ability to influence technical and non-technical stakeholders.
  • Proven success leading complex enterprise initiatives involving multiple systems and business functions.
  • Experience integrating data across multiple enterprise platforms.
  • Experience operating within large, structured, or highly regulated environments.
  • Experience establishing enterprise data governance standards and best practices.
  • Demonstrated success leading enterprise data modernization or analytics transformation initiatives.


Preferred Experience

  • Professional certifications in data analytics, GIS, cloud technologies, or enterprise data management.
  • Experience within government, municipal, utility, or other large public-sector organizations.


Compensation, Benefits & Perks

  • Salary Range: $150,000 - $190,000 per year
